PWCL was founded by Paul Winter in 2005, built on the principles of clarity, rigour and a results-driven approach to complex projects. From the very beginning, the business was rooted in delivering large-scale, technically challenging developments where strong project leadership could unlock success.

In 2008, PWCL supported the delivery of the landmark Riverside Energy-from-Waste facility, followed by involvement in London’s Crossrail project in 2009, two schemes that demonstrated our ability to operate at the highest levels of infrastructure delivery. In 2016, we managed key elements of the Brigg Lane Biogas project, further strengthening our credentials in renewable energy and expanding our expertise into anaerobic digestion.

Since 2021, we have led or supported a series of high-profile energy-from-waste and anaerobic digestion plants, while also broadening our portfolio to include industrial and commercial construction. This evolution reflects the growth of the company and the trust placed in us by developers and investors. Today, PWCL brings the same structured, expert approach to infrastructure, industrial and renewable energy projects of every scale, ensuring certainty of delivery for our clients.
