Founder/Director

Paul Winter is the founding director of Paul Winter Consulting Ltd (PWCL), which he started in 2015.

Paul has over 40 years of experience with major infrastructure projects in the UK; ranging from airports, tunnelling, road & rail projects and, of course, industrial and energy projects.

During his career, Paul has worked with one of the largest construction services companies in the world, heading up the company's industrial and airport construction segment, specifically to develop Energy from Waste (EfW) projects, as well as completing work on a number of CCGT power plants.

During this time, he was also involved in the development of the company’s management systems, internationally.

The scope of this work covered core management principals such as corporate governance, risk management, quality, environmental, health and safety etc.

He also led the company’s assurance and safety function for all operations, including auditing.

Paul also led a consortium of European companies to further expand their construction of energy from waste facilities in the UK, as well as leading on a number of high value projects. This included complex contractual negotiations with a range of internal and external parties.

Since setting up Paul Winter Consulting Ltd., he has been involved with a number of European companies who have sought support on a number of infrastructure projects in the UK. These projects have included: Riverside Energy From Waste, London Olympic Games, and Cross Rail.

During the last ten years, Paul has also spent time working in the Waste and Bio-Fuels sector, developing solutions for organisations seeking to raise finance. He has operated at executive board level in a number of organisations including a business rolling out of a series of anaerobic digestion facilities throughout the UK and a waste processing organisation producing fuel pellets from waste.

He is particularly focused on helping clients understand the Construction Process and help them maximize their returns on investment.
